He is widely known as an authority on international law, and holds a professorship at the U. S. Naval College as well as at the University. He has had wide experience in international negotiations, holding the position of American delegate to the International Naval Conference in 1908-09. He was counselor to the American Legation at the Hague in 1914, and later served as legal adviser to the American mission for return of the Dutch ships...
