Belated Thoughts. While such amenities were being exchanged, Washington was beginning, belatedly, to realize that the effort to truss up the Reds at the conference table was not enough; that safeguards, inspection devices, etc., etc., could probably not be negotiated in a form that would guarantee that the enemy could not attack again (see NATIONAL AFFAIRS).
