Municipal Matters. The march of the highways is not always a boon to the small town. Hazel Crest, Ill. (pop. 4,000) has been pierced by the new Tri-State Tollway and would prefer not to have been. Reason: the town already has one of Illinois' highest tax rates and lowest school budgets. The tollway removes from the rolls property that brought an estimated $500,000 a year in taxes.
