Useful Channel. Stoessel's contacts in Warsaw carry a special importance, since the Polish capital has been the site of earlier Sino-American conversations. Between 1955 and 1968, the U.S. and China held a total of 134 meetings, first in Geneva and then in Warsaw. While the talks produced mostly propaganda, they did provide a useful channel for confidential contacts. Occasionally, the U.S. ambassador delivered an unpublicized message; in 1962, for example, Washington used the talks to assure Peking that the U.S. would not support a Nationalist attack from Taiwan against the mainland...

Though the North Vietnamese have generally refrained from attacking the workers, some other Communists have been less considerate. Pathet Lao troops shot up a U.S. training camp two miles from the Nam Ngum Dam site in Laos, creating apprehension among Japanese engineers and foremen. A brighter sign is that Communist forces privately promised not to bother the Laotian workmen...

Complying with a City Council order, the University has set back the fence around the Gund Hall construction site, to give pedestrians a full five feet of walking space on the adjacent sidewalk. The Council had issued a permit for the fence, but threatened to revoke it after hearing complaints that the fence-then in the middle of the sidewalk-was forcing pedestrians to walk in the street...
