Even those figures understate the spread of gambling fever. The biggest jump is in gambling that state and local governments not merely tolerate but promote. By next January, lotteries will be operating in 32 states and the District of Columbia, including four states -- Idaho, Indiana, Kentucky and Minnesota -- whose voters approved them in referendums last November.
