Tough talk on the campaign trail about tightening sanctions and punishing Saddam doesn't translate into a workable policy. And the strategic reasoning that stopped the last Bush administration from destroying the regime in Baghdad - that it would break apart the Iraqi state, dramatically destabilizing the region that supplies 40 percent of the world's oil - hasn't changed.
