...frequently, to subordinate his vision of right and wrong to their short-term political demands. This problem was particularly pronounced in the area of spending, from a mammoth farm bill to an expensive entitlement in the form of a Medicare prescription-drug benefit to colossal business-as-usual earmark spending. Bush also tarnished his personal image by staying largely silent in the face of ethics flaps involving Tom DeLay, Jack Abramoff and other scandal-plagued Republicans. (Obama should take note, as he continues to sidestep meaningful comment on the long-running travails of Democratic Congressman Charles Rangel.) When Bush...

That indecision has helped the Perry campaign relentlessly pin the Washington label on the Senator, dubbing her Kay "Bailout" Hutchison for supporting the bailout bill for the banks. The latest online video ad released by the Perry campaign casts Hutchison as the "Earmark Queen" to the music of Abba's "Dancing Queen." Hutchison has said her work for Texas in bringing home funds for the state should be "celebrated and appreciated," but Perry has tapped the zeitgeist and run an astute campaign, according to James Henson, director of the Texas Politics Project at the University of Texas...

...kept its so far $25 million worth of stimulus projects relatively small, and therefore more accessible to minority contractors, to ensure its own 10% DBE participation goal. On some projects Miami-Dade has even 100% DBE involvement. McCain can still be an irritant to both sides. During a private GOP lunch last month, McCain ripped into Thad Cochran of Mississippi, the top GOP appropriator, who has long been McCain's archrival on earmarks. (As is his custom, Cochran remained stoic throughout the ordeal.) Just a month after the death of his friend Ted Kennedy, McCain took to the floor and railed against a $20 million earmark for a center for the study of the Senate in Kennedy's name at the University of Massachusetts. "I can't let my affection for Senator Kennedy affect my principles about...
