...harboring creative types like Ansel Adams, Jack London and onetime mayor Clint Eastwood, the latest public nuisance is also the city's very soul--art. With 120 art galleries in a town of 4,058 people, or one gallery for every 34 residents, the city council of Carmel-by-the-Sea voted last month to limit the number of new galleries moving into town. Carmel's leaders decided that the city, which earns no sales-tax revenue when out-of-state tourists snap up a watercolor, has reached aesthetic overkill...

Time does fly. Not long ago, Hollywood's lone-wolf hero was touring neighborhoods, pressing the flesh and even puckering up in a successful last- minute campaign for the $200-a-month job of mayor of Carmel-by-the-Sea, Calif. Next week Mayor Clint will celebrate the first anniversary of his victory...

More traditional, though by now epidemic, is the celebrity candidate. In 1986 alone, there will be one Love Boat star, two Kennedys and a perfect-game pitcher (Jim Bunning, Philadelphia Phillies vs. New York Mets, June 21, 1964) running for Congress. Clint Eastwood ran for mayor of Carmel-by-the-Sea, Calif. (1 sq. mi., no street addresses, 67 art galleries, 40 jewelry stores) and won in a walk. And there have been near misses: in the past year, we have come close to seeing Harry Belafonte run for the Senate in New York, and Charlton Heston and Fess Parker...

...springtime in California, and as they have been doing for years, the Winnebagos are lumbering back to Carmel-by-the-Sea. So are the sedans and station wagons, tour buses and minivans, disgorging hordes of tourists to take in the jade-tinted surf and the sweeping Monterey cypress trees. But a new attraction is luring the curious to this tidy village that clings to a slope above Monterey Bay, some 120 miles down the coast from San Francisco, one far more riveting than the scenery. The big draw is, of all things, a municipal election...
