Center of the debate is a complex device called a catalytic converter, an afterburner that cleanses exhaust of nearly all carbon monoxides and hydrocarbons. Auto engineers who banked nearly all their antipollution hopes on that device now claim that by 1975 it will still have major defects−including a marked tendency to conk out long before it has endured the legally required 50,000 miles of service. Furthermore, the engineers contend, auto companies have never before introduced such a complicated and bug-prone piece of equipment on every new car in a single year. Any attempt to force them...
After waiting for the other two networks to reveal their lineups, ABC announced a carbon-copy schedule. Six shows were dropped, including the ever-boring Julie Andrews Hour, a visual Sominex that seemed to put most viewers to sleep. (Julie will, however, come back for six hours of specials.) A couple of with-it comedies were added: Mr. and Ms., a story about two married lawyers with a Women's Lib touch, and Bob & Carol & Ted & Alice, a sanitized TV version of the racy 1969 movie. Thursday night will be given over entirely to fast action, with Kung...
Congress at present holds something of a whip hand in the debate because Nixon's statutory authority to regulate prices and wages expires at the end of the month. The White House is seeking a one-year carbon-copy extension of the Economic Stabilization Act, which gave the President blanket permission "to issue such orders and regulations as he may deem appropriate to stabilize" pay and prices. Should Congress simply renew that power, Nixon could obviously proceed with Phase III pretty much as he pleases. But more and more members of the congressional Democratic majority are determined to sprinkle...
Crash Program. The main source of Detroit's troubles is the internal combustion engine. Although safe, reliable and easily maintained, it spews out at least three noxious gases. The Clean Air Act, which is mostly concerned with public health, specifies that the emissions of two-carbon monoxide and hydrocarbons-be cut 90% of 1970-model levels in 1975-model cars, and orders the same decrease in nitrogen oxides in 1976 models. Moreover, the automakers must guarantee the emission controls for 50,000 miles...
...requirements. Given too short a lead time-to retool assembly lines normally takes about two years-the best antipollution device the engineers could come up with was the catalytic converter. Shaped like a standard muffler and attached to the exhaust system, the converter would completely burn hydrocarbons and carbon monoxide,* turning them into harmless water vapor and gas. Estimated cost to the consumer: at least...
