Charging that some of the white mercenaries-principally Belgians of the 6th Commando-were behind the mutiny, he fired off angry charges to Brussels and sent Premier Leonard Mulamba to Stanleyville to calm the mutineers. At week's end, Mulamba reported from the rebellious city that the mercenaries were not involved in the mutiny. They had been summoned to Kinshasa (formerly Leopoldville) to receive the Order of the Leopard, an award Mobutu invented for "exceptional services" and had already passed out to his Cabinet. For last week's ceremony, the governors showed up in Kinshasa's Place Braconnier in a sartorial array of cutaway coats, tails, business suits and even one black corduroy jacket. When they were properly in line, Mobutu marched stiffly down the ranks, planting a medal on each chest and a noisy kiss on each neck...

President Joseph Mobutu last week decreed that, as of July 1, Elisabethville will be called Lubumbashi (because it is on the Lubumba River), Stanleyville will revert to its pre-Belgian name Kisangani, and Leopoldville, the capital, will become Kinshasa-a corruption of the Bafununga phrase for "Why do you ask?" The result is bound to be several years of nominal confusion, but at least the cause of African nationalism has been served...
