Administration backers made some concessions to win their victory. At the last minute, they withdrew a proposal to set a strict limit on Washington contributions to the federal-state Medicaid program that pays many hospital and doctor bills for low-income patients. That was one of the rare Administration proposals that provoked Republican rebellion: some G.O.P. Congressmen from the Northeast and Midwest notified the White House that they could not go along because they feared their financially hard-pressed states would have to pick up an unbearable share of the costs.
