...library of the University of Chicago has recently received 4,200 volumes of the annals, debates and records of Congress, the most complete set of its kind, it is claimed, which is in existence. Dr. J. Lawrence Laughlin, Professor of Political Economy, purchased the collection in Washington, in the name of the University, for five thousand dollars. The nucleus of the collection was made by Senator Barnum of Connecticut, who succeeded in obtaining a complete set of the first fifteen Congresses.
