A 30-man Commissariat du Plan-working with reports on demand and capacity from 3,500 businessmen, unionists, economists and educators-now estimates how fast France can and should grow. The current goal is 5½% annually through 1965, and to reach it the commissariat "suggests" investment and output levels for each major industry and producer.
