Scholarly studies of structured-curriculum programs, while encouraging, are by no means conclusive. Richard Venezky, a professor of education at the University of Delaware, who conducted a three-year study of Success for All schools in Baltimore, found that though the lessons were developmentally sound and students made some improvement, they still lagged 2.4 years behind the national average in reading, and 25% couldn't read at all.
