...White House's biggest victory last week was delivered by its nemesis, independent counsel Starr. On Monday, Pepperdine University in Malibu, California, announced that it had hired Starr to be dean of its law and public-policy schools starting in August. That surprise cheered the White House and infuriated Republicans, many of whom had hoped Starr could slowly undo the Clintons' grip on power with a string of indictments in the Whitewater affair later this year. Starr insisted that the investigation would go on without him, but well-placed sources noted that without the cooperation of Hubbell, Hillary's former...

WASHINGTON, D.C.: A contrite Kenneth Starr announced today that his stewardship of the Whitewater investigation would not, after all, end in August. "It has become clear that for the sake of continued public confidence in this investigation, it would be inappropriate to set any arbitrary date upon which to terminate my role as independent counsel," Starr said, reading from a prepared statement. "I made a mistake," he told reporters afterward. "Setting an arbitrary date was unwise and incorrect. . .an unwise judgment on my part." Starr's announcement Monday that he would be stepping down Aug. 1 to become dean...

Attorneys close to the Little Rock investigation believe that Starr is trying to compel Hubbell, who will be released from a Washington halfway house this week, to cooperate further with Starr's investigation of the Clintons. Last week Theodore Stein, the Los Angeles official who hired Hubbell for the airport deal, told a Little Rock grand jury that he got Hubbell's name from Mary Leslie, who had served in 1992 as Clinton's chief California fund raiser...

There were other signs last week that Starr was entering a late phase of his probe. The Washington Post reported that he is close to completing a detailed memo outlining the pros and cons of bringing charges against senior Clinton officials, as well as the President and his wife. A Clinton adviser suggests that Starr is merely leaking word of such a memo to keep the Clinton camp off balance. But when it comes to Hubbell, Clinton has a way of sounding flummoxed. Asked recently if he knew anything about Hubbell's Lippo contract, the President denied knowing about...

WASHINGTON, D.C.: White House officials are reportedly thrilled by news that Whitewater prosecutor Kenneth Starr has accepted a new job as dean of Pepperdine's law school, starting August 1. While Administration officials had no official comment, privately aides speculated that the announcement means that Starr doesn't have enough evidence to indict the Clintons. But a lawyer familiar with the investigation cautioned that nobody should read that much into Starr's departure. Starr, who said two weeks ago that he had completed his investigation, plans to have a report written and any indictments handed down before August...
