There is no disputing that a snapshot of Baghdad on some days reveals a country on the upswing. In fact, almost all would agree that it's safer today than it was at the height of sectarian violence in 2006. But with security gains from one day to the next still paper thin at times, it is difficult to conclude that this period represents progress that will last.
