...before hell broke loose, Nikolay Soltys, 27, and his pregnant wife Lyubov, 23, entertained a pastor from the Bethany Slavic Missionary Church at their home in North Highlands, a suburb of Sacramento, Calif. Like most of the large community of Ukrainians and Russians in the greater Sacramento area, the Soltyses are thought to have immigrated to the U.S. as religious refugees--persecuted Pentecostal and Baptist minorities--and the two were looking for a church to call their own. This was the big interview to qualify for membership...

...NATO hopes its limited action will start a chain reaction of mutual trust in a place that seems chronically inured to it. The troops have to reap enough weapons to convince Macedonia's Slavic majority that the N.L.A. is committed to the larger task of forging a political modus vivendi with the Macedonian-speaking majority. And just how many weapons would that be? Sources close to NATO in Skopje said the alliance had arrived at a "credible" goal of gathering at least 3,000 weapons in 15 designated collection points. ...virtue of their implacable brandishing of arms (and who have already demonstrated a proclivity for ethnic cleansing) will suddenly become model citizens of a multiethnic democracy once they have the right to use their native language in public life. And the insurgency has spawned a growing intolerance among the Slavic majority of Albanian demands; an intolerance that will increasingly preclude the acceptance of broad political changes offered in response to the NLA's campaign of violence...

...There's no agreement, not even a tentative one, among the members of the coalition (which includes ethnic Albanian parties) on the sorts of changes necessary. Parties representing the Slavic majority accuse the ethnic-Albanian parties of making wholly unacceptable political demands, which they're not prepared to consider. And there are no public channels open to even discuss these issues with the rebel National Liberation Army. The rebels presented their own peace plan last week, which includes some relatively extreme suggestions - such as incorporating NLA fighters into a reconstituted national army and police force, and including their commanders...
