Peace Offer. The cat is out of the bag in Rome! It appears that Herr Hugo Stinnes' real purpose in going to the capital of Italy a fortnight ago was to propose a basis for a Ruhr peace settlement. The attitude of Italy and Belgium to the Ruhr question, combined with a visit of the Belgian Foreign Minister, M. Jaspar, to Milan, where he conferred with Mussolini, make the diplomatic smoke screen fairly transparent. It is the most unlikely thing in the world that the Belgian statesman came expressly from Brussels to exchange nonsensical urbanities with the Italian premier...
Recent trends in foreign exchange have been interesting. The franc, after a rise practically to 7c, broke sharply, when the rumor of a Ruhr settlement was dissipated. Marks are still stabilized by German government operations, despite a current note increase of 401 billions, and the report of a deficit in the Reich budget of 7,100 billions. Invitation to American investors to participate in a 50 million dollar German government loan, non-interest bearing but retirable at 120, seems to have obtained little response here. Proceeds of the loan will be mainly used for combatting the French in the Ruhr...
Interesting as it is to encourage such expressions of interest in political affairs, whether such undergraduate sentiment has the slightest effect upon the settlement of the affairs of state may certainly be questioned. Student attitude in this country is usually either totally disregarded, or wafted lightly aside as of little importance. At all events, it is given far less consideration than in Europe, where the universities are unfailing sources of political fervor, and often become powerful factors in the decision of national policy. Along with the urgent appeals for a more general interest of educated men in matters of politics...
