...must be able to identify clearly the parallel structures of all industrial nations," Toffler fills the first 140 pages of his book with an explanation of the Second Wave, born of the Industrial Revolution. The subtitles that break up the copy every page or so yield the basic scheme, not to mention mentality, of Toffler's discussion. "The Technicians of Power." "Mechano-Mania." "The Streamlined Family." "The Paper Blizzard." "The Progress Principle." Under industrialism, he argues, life is as nasty, brutish and short as it ever...

...issue: the 236,000 dependents of American soldiers and airmen in Europe, most of whom live in West Germany. In an effort to curtail the number of dependents overseas, Congress has imposed a ceiling on the number the military can sponsor. The congressional scheme would not affect cost of living differentials, PX privileges and other routine fringe benefits given to all overseas personnel. Rather, it would sharply curtail the number eligible for family transportation and resettlement allowances. ...caper, like QEII, is carried out by a mixed band of Irish, German and Arab thugs. Far from aiming to bring capitalist society to its knees, the attackers just want the capital. There is an ideological twist to the scheme, however. As envisioned by Harlan Stone Huckleby, an embittered retired major general and wealthy industrialist who finances the siege, the island's capture is intended to drive home the message to all Americans that the nation is woefully unprepared to resist enemy attack. The dotty general's Götterdammerung is orchestrated by Peter Stiehl, an engaging mercenary...

Anderson's tax package is an intricate scheme rather than plain dealing; the convoluted economic reasoning behind it falls apart under examination. To offset the impact of higher gas prices, on the cost of living, the plan would return most of the revenue to consumers through Social Security tax cuts and increases in benefits for the elderly. Certainly, if the government taxed the consumer 50 cents for every gallon and then gave the same consumber back 50 cents for every gallon he purchased, and if the consumer then used the 50 cents to pay for the tax, the net effect...
