Negotiators in Geneva have devised a new accord, backed by Serbia and Croatia, to end the fighting in Bosnia. Bosnian Serbs rejected the Vance-Owen peace plan last May, but are more enthusiastic about the new scheme, which would create a demilitarized union of ethnic zones guaranteed by the presence of U.N. troops.
