Civil Service Reform Club.Mr. Arthur Lord '72 gave a most interesting address yesterday evening under the auspices of the Civil Service Reform Club. He spoke of the excellent effect of civil service reform principles as opposed to the spoils system, and gave illustrations of the working of the civil service law which was passed in Massachusetts in 1884.
