...answer, perhaps, is that Abbas believes that adopting the prisoners' plan will negate Israel's claim that it has no Palestinian negotiating partner, making it more difficult for Prime Minister Ehud Olmert to move ahead with plans to unilaterally redraw Israel's borders. But there's clearly a domestic political agenda, too: The grassroots-level Fatah warlords on whose support Abbas is increasingly dependent have, ever since they lost the January election to Hamas, agitated for an aggressive strategy to topple the new government...

...most important political relationship of his office is the one with the occupant of the White House. That's why he agreed, this week, to indulge President Bush's insistence that Israel seek a negotiated agreement with Palestinian Authority President Mahmoud Abbas before moving ahead with plans to unilaterally redraw its border. After all, Olmert had actually campaigned on the promise of acting unilaterally to finalize Israel's borders, and he has made no secret that he sees Abbas as a lame duck. The Palestinian leader is not trusted by the democratically elected Hamas government, without whose consent no deal...

But Wolfensohn is warning that the current siege of the West Bank and Gaza makes it increasingly unlikely that what will emerge on the Palestinian side of Israel's new border wall will be a viable state...

The resulting vacuum would force Israel to resume administrative control of an increasingly violent and chaotic West Bank and Gaza, territories over which Israel continues to maintain sovereign control. And that would wreck Olmert's plans to unilaterally redraw boundaries between Israel and the Palestinians on terms most favorable to Israel. Better to allow Palestinian infighting that will likely destroy any chance of creating a coherent Palestinian response to Olmert's plans. Then again, even if Israel doesn't bomb the PA, its economic stranglehold might still result...
