...Admittedly, such a program should not have to exist. Quality workers should naturally rise to the top in any good organization. But that’s a magnificently long-term problem, and in the meantime the government still needs an influx of talented students in its ranks. When career bureaucrats dominate the cabinet roundtable, then advancement shortcuts will be obsolete.
