...morning last October, 27 prisoners at the Presidio stockade in San Francisco disrupted roll call by staging a sitdown demonstration. The inmates said they were protesting against the action of a guard, who had needlessly shotgunned a suicidal prisoner trying to escape. They also complained of the unsanitary conditions of the stockade. The Army charged the 27 men with mutiny, and at the first of a series of courts-martial, three of them received sentences of up to 16 years (TIME, Feb. 21). There was an immediate public outcry at the harsh sentences, which were subsequently reduced to two years...

...ministers, members of the San Francisco Conference on Religion and Peace, focused on the failure of Presidio chaplains to concern themselves with stockade conditions, which led to the recent alleged mutiny there (TIME, Feb. 21). According to Rabbi Joseph B. Glaser, co-chairman of the conference, one Presidio chaplain told him that "it is not my job to see if a military man has been dealt justice." At this point, said Glaser, he decided that chaplains "do not have freedom of movement, and they do not even have freedom of conscience." Glaser's proposal: abolish military clergy altogether...
Ignoring the recommendation of pre-trial investigators, the Army went ahead and tried the Presidio strikers for mutiny rather than the less serious charge of disobedience. The Marine Corps has sentenced two Black Muslims to six and ten years for "attempting to cause dissension in the ranks." The Navy has sentenced Nurse Susan Schnall, 25, of the Oakland, Calif. Naval Hospital, to six months for taking part in a peace demonstration while in uniform. Military police stop, question and sometimes threaten servicemen attempting to visit off-post coffee houses.
