...suggest that the government subsidize major industry with money currently spent on welfare so that they can hire healthy welfare recipients who want to work and pay them livable wages. Also, penalize welfare dependents who become pregnant after they join the system--in essence permitting a woman who joins welfare with a family of four to adequately provide for her group, but penalizing her should she increase the size of the initial family. This is not reproductive Stalinism--it is simply a method by which we ensure that fewer children are born into the mire of poverty by selfish mothers...

...teenager ! sees an immediate future more or less like Brown's melodrama: a 17-year-old New Hampshire boy named Jacob, no sulkier or more hostile than the next kid, suddenly goes septic and gets himself into hideous trouble. The cops, in fact, think he has bludgeoned his pregnant girlfriend to death with a car jack. It becomes clear to his parents (who knew nothing about the girlfriend) and younger sister that he is probably guilty, though when he is caught after several days, he refuses to say a word. The lawyer they hire isn't encouraging. Local peasants mutter...

Because of these difficulties, "fetus abuse" is not a viable legal concept. But this doesn't mean that children born with a parent like the Hartford cocaine addict must be left at the mercy of their dysfunctional families forever. If a pregnant woman is observed shooting up in the delivery room (or some such egregious action), her name can surely be referred to social workers who will check in on the family after the child is born and see if the parents are still incompetent. Sadly, they will generally find enough grounds to remove the child anyway...
