...About 34% of Tunisian high school graduates go to university, more than five times the rate when Ben Ali took power. This creates an ample supply of skilled graduates. "The President has totally changed this society and economy," says Minister of Development and International Cooperation Mohamed Nouri Jouini, who lived in Oregon in the 1980s when Tunisia was "on the edge of total bankruptcy," but raced home in 1987 to work for Ben Ali. He says most Tunisians see that their leader has improved their lives: "People are conscious of the achievements and want to keep them...

...Iraqi civilians died and 24 others were wounded. A month after this order, however, Blackwater’s officers are still active in Baghdad and its massive fort inside the Green Zone is still humming with activity. This defiance of the Iraqi government—and Prime Minister Nouri al-Maliki’s recent push for Blackwater to leave before the six-month deadline—is a terrible contradiction to America’s supposed respect for the autonomy of the new Iraqi government. The Administration was so inept in dealing with Turkey that its designated mediator, retired General Joseph...

...Secretary of State Condoleezza Rice will try to calm these passions in person with a hastily scheduled trip to Turkey. After strong language from both Washington and London, Iraqi Prime Minister Nouri al-Maliki appears to have gotten the message. He broke the government's long silence on the issue and finally vowed to shut down PKK "operations" in Iraqi territory. Turkey has agreed to consider talks with Iraqi government representatives, including, perhaps, Iraqi Kurds--but not with the PKK, which the U.S. has designated a terrorist group. Turkey may yet send troops across the border, but if communication channels...

...region in the South that they, of course, would control. The Sadrists, for their part, wrap themselves in a nationalist banner and advocate a strong central government in Baghdad, where the Sadrists have the majority of their most fervent constituency and the ear of the Shi'ite Prime Minister Nouri al Maliki, and where they run several key government ministries...
