Virginia Beach, Va. (pop. 262,000) has already tried to work out its goals for the future and how to gain them. The school board in this tidewater city near Norfolk has spent two years and $250 000 to develop a 21st century reform plan that recommends 138 changes in the present school system. When it first went into the air two years ago, People Express had only three planes serving four cities: Newark, Columbus, Buffalo and Norfolk. Now, in addition to its new London flights, People has 22 aircraft flying to 19 U.S. cities stretching from Portland, Me., to West Palm Beach, Fla.
