Insubordination. Bernstein's tipster was Noel Doran, a 15-year employee of the Immigration Service, who is also vice president of the A.F.L.-C.I.O. American Federation of Government Employees. Doran had singled out Mrs. Banuelos' plant because a raid there would get national attention. That way, he says, "the American people could really know the facts about the illegal alien situation in this country."
