Almost two months after lobbyist Jack Abramoff's plea agreement as part of a public corruption scandal, the Senate has started an intense debate on proposals to reform lobbying. And for a Congress noted for its ever-increasing partisanship, this issue seems to be creating an unusual level of consensus.
