...Illusions. The break in the ice left some U.S. officials notably cool. After Kosygin announced a nine-point program to halt the nuclear-arms race, one Washington official declared: "Most of that stuff is old garbage. It's a propaganda cover for the fact that their position is not formulated." Indeed, Kosygin's prospectus did have a ring of familiarity. NUCLEAR NON-PROLIFERATION TREATY, 1968. After being kicked around for ten years, the idea was finally approved at the Johnson-Kosygin summit in Glassboro, N.J., a year ago. The resulting treaty, worked out in Geneva, commits the signing nations (60-odd, so far) to the historic agreement. Plainly, the President will need a brand-new scenario, and some of the ideas tossed around would do credit to DeMille. Why not fly off, after the November election, to Africa? Then to Moscow to sign the nuclear nonproliferation treaty and coo with Kosygin in the Kremlin. Next, Eastern Europe, Scandinavia, and tea with Harold Wilson for old time's sake. A final fling in Asia, L.BJ.'s personal preserve, and then a philosophic valedictory designed to galvanize the nation into thinking about its duties at home and abroad...
