Understandably, the President is shifting his public outlook from the punitive war against the North to the U.S.'s more diversified efforts in the South. His attempts to get Ho Chi Minh to a conference table during the first two months of the year failed--principally because Washington refused to extend the Tet bombing pause unless it saw evidence that the North had "reciprocally" reduced its aid to the Viet Cong.
