There were reports that a U.S. intelligence document had described the Soviet leader's illness as a "very serious" stroke and speculated that he would probably step down at a meeting of the Central Committee in May, but high-level U.S. intelligence officials say they have never seen such a document, and have no reason to think Brezhnev has had a serious setback. Saying that he had "no confirmation" that the Soviet leader was ill, President Reagan invited Brezhnev to meet with him in New York City in June. Soviet officials were caught off guard by the ill-timed...

ACTIVE AND WHOLEHEARTED endorsement from high-level administrators might have helped the Foundation overcome these obstacles, but so far the administration has supported the Foundation more with rhetoric than resources. Instead of the spacious facilities called for in the Gomes Report, the Foundation has been relegated to a small office in University Hall. Even more critical is its shortage of personnel: S. Allen Counter, the associate professor of Biology who directs the Foundation, must divide his time between administrative, teaching and research responsibilities. Unlike in other recent corruption scandals--like those of Bert Lance, Jimmy Carter's budget director, and Hugh Casey, Ronald Reagan's CIA director--no one stood up for Locke. The day he was charged King suspended him without pay. The day he was convicted, King called the whole affair "unfortunate." The public now scorns, cars, parodying the "Make it in Massachusetts" bumper stickers...

During the Carter Administration, there was high-level interest in organizing pro-Somoza exiles in Florida and elsewhere into a counterforce that would "keep the Sandinistas off guard and on the defensive," as one of TIME'S sources puts it. That idea was abandoned fairly early during the Reagan presidency, after CIA station chiefs weighed in with persuasive arguments that it would be against U.S. interests in Central America to appear to be associated with a Somoza restoration movement. With Administration approval, the agency has apparently concentrated on recruiting disgruntled Sandinistas and other anti-Somoza Nicaraguans for the paramilitary...
