It indicates rather that one who avoids effort in his tutorial work is not likely to be sufficiently interested in his subject to work independently (this particular student had already failed once before). I believe that the tutor's first duty is to aid the student to obtain a grasp of his subject as a whole, which, sordidly speaking, means passing his divisionals... There is no reason why a tutor cannot help...
