...probe involved police tolerance of flagrant offenses in Cincinnati's taverns. One of them was the Clock Bar, a joint that offered free meals and booze to cops who overlooked the flourishing trade in hard drugs carried on there (one report said 646 bags of heroin were seized there in an eight-month period last year). Yet the Clock kept ticking; it did not close until a plainclothesman was shot to death near by last summer...

...intervention ignore the reality of the situation--which has already been modified by foreign aid to Angolan factions--and the impact of Western financial aid which is not likely to cease with a non-intervention pact. South Africa--the major threat to Angolan sovereignty--has already shown a flagrant disregard for international agreements in its refusal to relinquish its U.N. trusteeship of Namibia. U.S. aid to Angolan factions has been CIA-controlled, and thus is no more likely than South African interference to cease as a result of an international agreement...

Sakharov has charged that the denial of a visa is a "flagrant violation" of the principles of last August's European Security Conference accord at Helsinki, where the U.S.S.R. agreed to "facilitate wider travel" for its citizens. Still, Sakharov was characteristically far more concerned with dissenters in prison than with his own plight. It was signed by 72 people−and not all of them were known dissidents. According...

...impact statement was far from impartial. The state's Secretary for Resources wrote that the draft EIS was "premature" and that it appears to be "a conclusionary rather than a questioning document." This and other critical letters forced the Forest Service back to its drawing board; to patch up flagrant weaknesses in the draft and probably to scale down the project somewhat before filing a final EIS before this January. When that happens, the entire case will return to court, where the Sierra Club suit is awaiting the final...

...STATE Department's refusal last spring to grant an entry visa to an Italian Communist official invited to lecture at Harvard and other American universities is a flagrant violation of academic freedom. The department's invocation of a Joe McCarthy era law forbidding foreign communists entry into the United States unless they are granted an ineligibility waiver, as justification for not giving Giorgio Napolitano a visa, is an example of the purest form of bureaucratic nonsense. Congess should certainly repeal the law in question, since denying communists entry into this country on the grounds that they represent a danger...
