Alaska, one of the drinkingest spots in the world (per capita average: 3 gal. of hard liquor a year, compared to 1½ gal. in the U.S.), is drying up. It is all the fault of: 1) the 13th Naval District which issued an order restraining "nonessential" cargoes to 10% of the total cargo; 2) War Shipping Administration which has ordered that liquor be shipped to Alaska only if it did not displace war materials.
