Belligerent Rights. It was part of the Hoare-Laval Deal that withdrawal of British war boats from the Mediterranean would be followed by similar reduction to peace strength of the Italian garrisons in Libya facing the British positions in Egypt which Il Duce crammed with troops to call the Baldwin bluff.
