...last week, and some did, that "opposition to Hitler has doubled"?i. e., the "noes" had risen from 4.9% to 9.9% in nine months. In Italy, where the envelope in which plebiscite ballots are cast is so thin that it reveals how each man votes, Il Duce won his last plebiscite...

Italy's chief cinema censor is Benito Mussolini, and his standards are Mother Hubbardish. But this month Il Duce let down all bars for the International Film Exposition at Venice. To bait this Fascist trap for tourists every major film firm in the world was permitted to send one picture, presumably its best, to be exhibited uncensored. Last week the Venice film show had been stolen by Extase ("Ecstasy"), a Czechoslovak film which nearly every country in the world has suppressed...

...Austrian frontier last week Benito Mussolini withdrew the 50,000 troops, the tanks and field guns that he sent to prevent an Austrian Nazi Putsch after the murder of Engelbert Dollfuss (TIME, Aug. 6). Prince Ernst von Starhemberg, Austrian Vice Chancellor, had just reported in Rome to Il Duce that Austria is now quiet. This week the new Austrian Chancellor, Dr. Kurt Schuschnigg, is due in Italy to attend the annual war games as Premier Mussolini's guest. Last week the Italian troops which marched away from Austria did not march far. Most went back to their original bases...

The object of Italy's General Staff was to test in the nearest approach to battle conditions that they could create all the elaborate mechanical devices with which munitions makers have been whiling away the quiet years. Troops will advance this week under shell barrages. There will be clouds of real tear gas to penalize those slow with their masks. Benito Mussolini is particularly anxious to find...

Only the most earnest Fascists take such Mussolini cynicisms seriously. Last week they produced as an example of Fascist freedom of the Press an article by Air Marshal Italo Balbo criticizing plans to subordinate the Air Force to the Army and Navy-plans reputedly favored by II Duce. Actually the appearance of such an article is apt to be a signal that the Dictator has changed his mind upon the point in question. It was small proof of freedom of the Press that Marshal Balbo was able to get on the front page of Air Minister Benito Mussolini...
