Totally opposed to such controls, the hospitals have responded with a bill of their own, which has a better chance of being passed by Congress. They want to try to reduce the rate of increase by 2% in 1978 and in 1979; only if they failed would they be subject to federal controls. So far, hospitals have succeeded in slowing the rise in costs by more than 2%, but HEW is skeptical about their continuing...
