Does it not seem extraordinary that the undergraduates should be expected to elect a Student Council with "direct jurisdiction over individual students" when the individual students in question have not been consulted as to whether or not they want such a body? Since the proposed constitution reads: "The attainment of this purpose is to be effected in part by direct jurisdiction over individual students . . ." it can readily be seen that it is necessary that the new Council be formally adopted.
