Congressman Loud has been a member of the Committee on Naval Affairs of the House since 1903. He was one of the two civilians present at the battle of Manila Bay and Cavite, when Admiral Dewey destroyed the Spanish fleet. Mr. Loud was also a member of the party which accompanied President Taft on his tour of the Philippine Islands.
