...DAS officials have publicly justified their presence in Indonesia on the simple grounds that the present economic structure of that country is a vast improvement over anything in the past. But the contents of confidential memoranda on their project in Indonesia demand that they shift their argument to other more complex grounds. The DAS should, in all honesty, state its case in political as well as economic terms.
