Captain Colman's ouster from the Army was ordered by Secretary of War Stimson, who was said to be outraged by the court-martial's cream-puff sentence. The ouster was made under Public Law 190, which authorizes "a more expeditious procedure to vitalize the active list." The procedure: a hearing before a board of five general officers.
