...although DHS has received an unprecedented amount of money for emergency management, it's a fraction of what most security experts think is necessary. And most of the money has gone toward counterterrorism. While some counterterrorism equipment can be useful in other kinds of disasters, the money cannot be used to pay the salaries of state and local employees. That would violate an ideological position against making the Federal Government bigger (even though the Federal Government has grown under the Bush Administration through other outlays, like military and education spending).
