Some of these ideas are being picked up on Capitol Hill. Democratic Senator David Boren of Oklahoma last March proposed a bill to create a modern-day version of the WPA. In the wake of the Los Angeles riots, bipartisan momentum seems to be building behind Housing Secretary Jack Kemp's "empowerment" approach. By offering tax breaks to entrepreneurs investing in 50 inner-city "enterprise zones," Kemp hopes to generate new jobs and wean welfare recipients off the dole.
