Last week, Rumsfeld told USA Today that the military could not be certain that Osama bin Laden would be captured or killed, but that the Taliban would certainly fall. (In a later corrective, he emphasized that the U.S. expects to get its man.) What was significant in those remarks was that toppling the Taliban appears to have become the primary goal and the snaring of bin Laden a bonus. And it has become clear after almost a month of bombing that the Taliban may be able to survive the current level...

It would give Bin Laden and Al Qaida a chance to regroup, and it would draw out the overall duration of the campaign and possibly even raise doubts that might make it difficult to resume. Also, it doesn't make sense to pause on the cusp of winter, because you don't want the Taliban forces to be resupplied before the cold sets...
...moderate. And of course they know it could come to that, sending in a more conventional military force. It depends how long this goes. Most importantly, it depends on whether there are further terrorist attacks on the U.S. If winter passes quietly, then even if we haven't gotten bin Laden by the spring, the pressure to go in won't be great. But if there's a second big event, many at the Pentagon believe the pressure will rise dramatically to go in to the country...
