In the negotiations leading up to the Gulf War in 1990, Saddam offered to withdraw from Kuwait if Israel withdrew from the Occupied Territories. ...Penalty The Justice Department said it would seek the death penalty for Zacarias Moussaoui, the first person to be charged in connection with the Sept. 11 attacks. Moussaoui, a French citizen of Moroccan descent, is accused of conspiring with Osama bin Laden, the hijackers and others to commit attacks in the U.S. Investigators believe he intended to take part in the Sept. 11 hijackings, though he was in jail at the time.
