...issue of whether the Ethiopians are even Jews was not settled in Israel until 1972. That was when Sephardic Chief Rabbi Ovadia Yosef decreed that the Falashas are "undoubtedly of the tribe of Dan," the inhabitants of the biblical land of Havileh in what is today the southern Arabian Peninsula. A government committee later decided that the Ethiopians are covered by Israel's Law of Return, which permits all Jews to become citizens upon arriving in Israel...
Surprisingly, bank loans to foreign governments were almost nonexistent until a decade ago. But the 350% rise in oil prices in 1973 and 1974, from $2.59 per bbl. of Arabian light to $11.65, changed the face of world finance. In the new era of costly energy, scores of countries, not all of them in the Third World, were too strapped to pay their imported-oil bills. One of these was a painting of a cheetah that had been sent to London as a gift to George III from a former governor-general of Madras. It is a marvel of detached observation. In straightforwardness and dignity, unblemished by caricature, the heads of the animal's two Indian handlers rank with Rubens' famous studies of an African...
