...president Dr. J. James Rohack said at a press conference Tuesday urging passage of the 10-year freeze. "So once we get that out there then I'll be able to answer that question." Courting health-care interest groups one giant giveaway bill at a time is a risky tactic by Democrats, who also are hearing from hospitals demanding fixes for their payments and insurers asking that cuts to Medicare Advantage be reinstated. And, clearly, a couple hundred billion dollars just doesn't go as far as it used...

...move is undeniably self-defeating. Karin Alexander, a Zimbabwe expert at the Institute for Democracy in Africa in Pretoria, says the MDC is giving Mugabe the opportunity to cast it as the spoiler of the peace deal. She adds, however, that the move might be seen as a tactic to impel Zimbabwe's neighbors to demand that ZANU-PF finally respect the terms of the power-sharing deal. Tsvangirai has set up meetings this week with the leaders of Mozambique and Congo to urge them to put pressure on Mugabe. "The effectiveness of the decision to enter into a 'symbolic...

One tactic Polanski's legal team may take is to challenge the lawfulness of the arrest warrant on the basis of misconduct during the original legal proceedings. "His lawyers could argue that this is an invalid conviction because it's based on a fraud. Then you could have a Swiss court decide whether or not the proceedings here in Los Angeles were so corrupt that they invalidate the conviction," says Harland Braun, a criminal defense attorney and former deputy district attorney...

...assistance the Greek state of Megara had afforded its rivals in Corinth, banned Megaran merchants from its ports. The move didn't go over very well - instead of reasserting Athenian supremacy, it helped trigger the 27-year-long Peloponnesian War, which ultimately stripped Athens of its empire. But the tactic caught on. Venice imposed sanctions against Bologna in 1270 in order to coerce them into buying their wheat instead of grain from Ravenna, and in subsequent centuries, the Hanseatic League tried trade bans against foreign adversaries like the Russian principality of Novgorod...
