...first rule to remember is that you are really only voting for one city councilor and one school committee member. The extra rankings are essentially meaningless unless your number one choice does not need your vote to win or if he has no chance of victory. If that happens, your number two vote will automatically be counted. And if that vote is unnecessary or wasted, the number three vote will be used, and so on. No matter how many candidates you voted for, the ballot will only end up being counted for one of them...

Generally, the President more than held his own in the skirmishing. As the slow counting finally ended in Florida's complicated caucus balloting to select delegates to a virtually meaningless Democratic convention, it was clear that Carter had decisively turned back the challenge of Kennedy's volunteer supporters. Though the victory was only psychological in significance, Carter's supporters went ahead by nearly 2 to 1 over the Kennedy slate. Carter even took the Miami area, 131 to 57. Western military experts pointed out that the reduction of the number of Soviet missiles aimed at Europe would be meaningless if they are replaced by missiles with more warheads, a current Soviet practice. The removal of 20,000 troops from East Germany would still leave 400,000 to 500,000 Soviet servicemen in the country. The withdrawal of 1,000 tanks would leave 6,000 Soviet tanks. Says a West German foreign ministry official: "Strategically, this doesn't mean a damn thing. The numbers are so huge that this is a small bite." The Soviets, moreover, could pull...

...concrete terms, the weekend vote -held in 67 Florida counties, from the rural panhandle to the posh Gold Coast-was a meaningless preliminary to an equally meaningless straw vote that will be held in mid-November to sample presidential preference. None of the rivals will collect a single vote good for the 1980 nomination; the March primary will determine that. Yet the practical irrelevance of the exercise did not keep the forces of President Carter or Senator Edward Kennedy from spending extravagantly. "Florida for Kennedy" will have laid out $175,000, Carter $250,000. What they hoped...
