Britain's Deputy Foreign Secretary Sir Ian Gilmour visited Cairo last week and later reported that the notion of a Western European initiative had been "very warmly received" by top Egyptian officials. Gilmour stressed that any Western European action would be "complementary to and not a replacement of the Camp David peace process.
